Consistency and continuity aren't bad things (this ain't Marvel). Before we can begin planning to change or "revv-up" Jubilee's powers, we should try to get a tighter handle on what they are.
Toward a fuller understanding of her mutant ability I'd like to open a discussion on what exactly Jubilee does, and "how" she does it. This is where the archivists meet the pseudo-scientists.
1) Her power is loosely defined as " the ability to generate and control quasi-articulate plasmoids" or some such double-talk for "she shoots fireworks out her hands.
But if you look at it in terms of physics or biology or chemistry, what is she doing? She's not creating anything because that's impossible, so she has to be manipulating something that already exists, either matter or some kind of energy or both. She manipulates them somehow (but how exactly?) to produce light in varying frequencies across the visible spectrum, sometimes accompanied by heat and/or an explosive reaction.
Manipulation means two things (though she may not consciously separate the two, or even have more than an instinctive control): she has to perceive what she manipulates with her senses (perhaps not the conventional six) and she has to interact with "whatever" she perceives, to do the work (requiring energy, which comes from... where?) that transforms (remember nothing is created!) what she perceives into "plasmoids" and further allows her to consciously control their movement, temperature, color, shape, "lifespan" and final disposition (when or if they go boom and if so how hard). But if you were to try to explain her ability in as realistic a definition as possible - what does she do and how?
2) How many different ways has she used her powers. besides "spotlighting," "flash-blind the opposition," and "mini-fireworks display for entertainment." Where and when (storyline, or if possible, title/issue #/page #)?
Do her "paffs" always originate from her hands? If so, why? Is that a physical limitation (the plasmoid generating organs are in her hands/palms/fingers) or a psychological crutch (gestures help her focus her control but are not the mechanism of that control).
3) What are the most impressive manifestations of her power and under what circumstances do they occur?
4) To the best of my knowledge, Jubilee has never been burned by her fireworks. Can anyone recall any instance of her suffering any ill effect as a result of exposure to heat (even sunburn)? I would speculate that she may either have substantial immunity to heat, or the innate (e.i. subconscious or automatic) to manipulate thermal energy. In other words, if she got in a fight with, say Magma or the Human Torch, could they harm her? Could she just "snuff them out?"
5) Has Jubilee ever described her power in any way that might be illuminating? What does it feel like?
6) What is the extent and nature of any information or evidence that Jubilee possess some vague latent telepathic ability? I've heard it mentioned before in the fan-fics (like Remy's "empathy"), but how much basis is there from the "canon" interpretation of Jubilee?

Also, I have seen Jubilee get pretty good height in many comics. One of which is Marvel vs. DC- she is about four to five feet in the air above Robin's head while manifestinc her plasmoids. This would make her around ten feet in the air, which is more proof that she would be able to use her powers to hover or propel in the air for short periods of time, because getting that high up is nearly impossible for anybody- strong leg muscles or not!
